Yes, Jim that is an accurate statement.  I will ensure that I wait
enough time for folks to respond (no 6 hour votes for me :-) since
email does create delays.  Should quorum not be reached, I will start
calling people.

First we try for consensus.  Should that not be possible after we
attempt to address concerns then we would drop to a vote where 2/3 of
the people participating (provided at least a quorum of responses is
reached) is required to approve the proposal.

Does that make sense?
