I today received an e-mail from Dave England, co-chair of the CDLC,  
requesting that his name be added to the list of sponsors of the  
Proposal, now before the State Committee.  Please advise whether this  
is possible under our by laws.  I.e., May a State Committee have his  
name added as a sponsor of a proposal after it has been submitted?
