[statecom] PROPOSAL #1, part 1

I want to thank Merelice for suggesting at adcom, that we address this as a 
slate in the hopes of quickly moving to the decision-making section of our 
statecom meeting.   To my knowledge, we have never said no to seating those 
willing to serve as representatives to our statecom.
