[statecom] Concerns expressed for PROPOSALS #1 and #2, call for listing of concerns

Hi,

So it looks like there are several blocking concerns about PROPOSALS
#1 and #2.  This blocks us from coming to consensus on these two
proposals.

Please, email your concerns by 6pm Monday, June 23rd, so we can list
them and attempt to resolve them.  Please also specify whether your
concern is a blocking concern or not.
