[statecom] "blocking" concerns

Oh for goodness sake, campers. For what it is worth, it is our  
virtual meeting facilitator who used the 'blocking concern' language  
and asked participants to explicitly specify whether their concern  
was a 'blocking concern.' Do you think you might be just a little to  
quick to jump on a participant who followed instructions?
