[statecom] Volunteer as female co-facilitator of special meeting

To State Committee and current facilitators, Jamie O'Keefe & Dan Melnechuk:

First of all, I want to thank Jamie for responding with concise answers to
my confusion regarding the special meeting in an email I sent him personally
- setting me straight on a number of points, although some are definitely
open for debate.

Despite Dan and Jamie's (admirable) volunteering to set up the virtual
meeting, this meeting has nevertheless been conducted in a somewhat clouded
fashion - being a regular SC meeting, with all those process requirements,
as well as an Email Decision, with its own process. Who made the decision
for the form of the meeting, I don't know, but the result is a hybrid that
may be causing confusion.

Since this meeting, according to Jamie's response, is not an Email Decision,
it should have facilitators (one male, one female), and since there is no
female co-facilitator for the special virtual meeting, I am volunteering.

I step forward as female facilitator in the hopes of helping things along -
as the original call by AdCom for an SC virtual meeting was made because
there is a timeliness to approving and sending the list of GRP delegates to
the national convention (as per GPUS rules in place for 2008).
