[statecom] Proposal #2 concerns addressed

o   funding for those who might not otherwise be able to afford to go,

You reap what you sow (indecision, delay, disempowerment, distraction,
de-motivation of colleagues, and the undermining of any common cause...
apparently lead to consequences). Funny that a full week was taken off
the clock by the effort to stack StateCom... or is that tragicly unfunny?


o   legal issues related to release of delegate obligations, and

All settled, in binding decisions by the State Committee on 4/12,
and settled, as per the delegate selection plan, by AdCom's inability
to revise the CDLC allocation.

o   our commitment to gender and other diversity criteria in the
delegate slate we approve.

This is part of the business at hand, and in no way does this proposal impact
this commitment. Our supposed commitment to process would demand that this
meeting -- as we decided on 4/12, and as this proposal broadens slightly --
should only be towards selecting/affirming our full delegation to Chicago.

o   The only candidates who should be assigned delegates are the
candidates who are pursuing the Green Party's nomination for the
presidency

This is an opinion that has lost the day in every opportunity it had to win
the day. The delegate allocation has already been decided. Continued efforts
at seeking release are possible would be a consensus-building endeavor. StateCom
modified the delegate selection plan to release delegates committed to those who
aren't seeking the nomination after the first round. This was a
compromise proposal
adopted by consensus minus two.

o   McKinney campaign would release the 18 names on their list so that
we could assure ourselves that the McKinney delegation is not
attempting to install itself as part of State Committee  [NOTE: I
think this is a correct summation based on the structure of the email
response.]

This bothers me too but I am happy to stand aside so that we can define the
business of this meeting -- which AdCom decided to do via this proposal.
