[statecom] Ballot from Jill Stein

Jill says that her emails are not reaching the statecom list (she is
traveling and does not have access to her normal email system).  So she
asked me to forward her ballot.  Please ignore if  a duplicate has already

BALLOT: PROPOSAL #2: Limit the purpose of the meeting to approving the
delegate list from presidental candidates, filling any  vacancies in such
lists and approving "uncommitted" delegates
