[statecom] dazed and confused / nit pickin' ?

There appears to be a bit of ambiguity around the the difference in  
language when dealing with a proposal
and coming to BALLOT and Voting on a proposal.

Directions were not followed in filling out the "delegate choice"  
field? What is the difference? Does it really make a difference?
