[statecom] preparation for next State Cpmm Meeting

Hi Members of the StateComm.

My understanding (from reading messages is that our next meeting will be on
Saturday, April 12-I believe in 
Holyoke. From reading the Adcom messages, Merelice and Dan will be the
facilitators for the meeting.

When will the "call" for a meeting happen?

Members of State Comm, including I expect many new members, need to be
notified/reminded that the meeting will 
take place, how they can make proposals, the deadline for proposals, and
other significant information.
