[statecom] preliminary report on adcom meeting

Greetings,

I should have quoted a different sentence from the one I picked up
from Eli's email. Eli's answer to Jim was only a partial explanation.
See notes below.

This is what happened with the first (and second!) calculations that
were submitted. Please note, "in consultation with" does not required
a meeting.

This last sentence is the stage that AdCom addressed on Monday.
