[statecom] preliminary report on adcom meeting

Hi Eli and other AdCom members,
I think in a consensus seeking organization, with a decision-making 
process that allows for a fall back to a 2/3 majority vote (except where 
3/4 is required), that failure to approve a plan actually counts as 
rejecting it. I think Merelice is right that it's the last sentence of the 
paragraph I quoted which is relevant, not the first two, as she previously 
stated. 

However, my question about the status of attempts to revise the 
allocation, as required by our plan, still stands. Were proposals for 
revision considered at the meeting? And what were the dispositions of 
those proposals?

Jim, the latter part of that paragraph applies to AdCom REJECTING
the CDLC results. AdCom did not reject them, we failed to approve
or reject them.
