                   House Redistricting Plan Declared Illegal

       Federal Court Calls for Changes in Districts of Finneran and Others

 Dear Aram,

 Following the 2000 census, Speaker Tom Finneran used his powers to change the
 make-up of his Boston district.  He removed more than 3,000 black voters.  He
 replaced them with white voters many from outside Boston.

 As the 2000 census revealed Boston’s “minority” populations the city’s new
 majority, Finneran’s aides twisted district lines of its 17 House districts to
 make 12 of them majority white!  The result
protect incumbents while
 minimizing the impact of Boston’s growing numbers of voters of color.

 The Federal Court agreed with Plaintiffs.  They said the House plan unlawfully
 split or packed black, Latino and other minority voters.  The Federal Court
 declared this action illegal under the Voting Rights Act.

 Now, Finneran is theatening to undermine this victory for Boston's black and
 Latino voters.

 Don’t let Finneran and his mapmakers defy the Voting Rights Act and trample on
 the equal opportunity for all voters.

 We must act swiftly.  The Court gave the Speaker and the House six weeks to
 produce new districts.  There are only FOUR WEEKS left.
