       INFORMATIONAL PICKET FOR FAIR CONTRACT
       7am & 4:15pm, Westover Job Corps Center, 103 Johnson Rd, Chicopee

       With their contract expired and on extension, IUE-CWA Local 81-206
has reentered negotiations with Management & Training Corporation (MTC - the
contractor to the Department of Labor). MTC has stalled the bargaining,
failed to provide information requested by the Union for use in
negotiations, and apparently was never intent on bargaining in good faith.
       Meanwhile, the bargaining unit of over 100 teaching and other staff
are concerned for their safety, suffer an unfair disciplinary system and
illegal personnel record-keeping, and cannot control the student population.
Such issues are created and exacerbated by MTC's desire to achieve 100%
enrollment - a significant portion of how DOL pays them. Below 555 students,
they lose significant revenue. Results include overcrowding; deteriorating
academic and residential buildings, furnishings, and equipment; and lack of
classroom materials and equipment.
       Please picket with the Job Corps workers - bring signs showing your
solidarity. For other ways to help, including appeals to government
