This is a truly alarming bill:  Please call your legislators and express
your outrage at the idea of taking away the rights of citizens to appeal
permitting decisions and the other onerous provisions of this bill. The
Charles River Watershed Association has taken the lead on this and a great
explanation of the issues and an alert you are free to copy can be found on
their website at: http://www.crwa.org.

Briefly:


Our understanding is that Speaker DiMasi is supporting the bill introduced
recently by Rep. Michael Rodrigues and that it will be considered after the
House budget debate is finished at the end of next week.  Remember
that*there was no public hearing
* on this bill and so our views need to be communicated.  The primary
issues:


Would take away the right of 10 citizens to intervene in a chapter 91
(tidelands) permitting decision.


Would require that research and development facilities are allowed to be
built in any non-residential zone by special permit.


Allows a developer to begin construction before local permit challenges have
been resolved


Does not include any location-based criteria in the criteria for a "priority
development site"
