A Clarified Process for Appointing people to GPUS Committees

Background: Each state party must have a clearly defined process for appointing delegates to GPUS committees. The Green-Rainbow Party does not have that. How does one apply for appointment? Is there a timeline for submittal? Does your appointment expire and who needs to keep track of that? Etc.

Proposal summary: The Applicant for GRP Appointment to GPUS Committee or other external organization will fill out an application and submit at any time by posting to the StateCom business list. (Any StateCom member can post such an application at the request of the applicant.)  If less than two weeks have elapsed between submission and meeting, the application will be taken up at the next StateCom meeting/telecon. Applicant is required to attend the Statecom meeting to answer questions. Or if they can not attend in person, they can call in for a telephone interview. If consensus is not reached, a majority vote is required to approve their appointment.

Notice of appointments should go to the GP Secretary and to the committee co-chairs.  The notice should include the start month and end month of the appointment. If a state party appoints more than their allotted seats, they should say which member they want to drop.   Appointments can be no more than two years. The Secretary will notify delegates of the expiration of their term 1-2 months before the end of that term, or at the State Committee quarterly meeting before their term expiration.

Financial impact: none.

Implementation: Joshua will update the GRP Secretaries Handbook with these new responsibilities. Josh will create a post / web page / etc informing the GRP membership of this procedure with links to GPUS Committees page https://gpus.org/committees/ and an invitation to serve. Josh will set up a calendar page (or something) on the GRP website which will automatically notify future GRP Secretaries of waning appointments.

    Suggested edits for clarity and correction to the timeline:

    [Further comment: Because of the nature of State Convention, it is not practical to elect GPUS Working Committee members or representatives to other external groups at State Convention. State Committee meetings appear to be the most practical time and place for these appointments.]

    If the term of office is set at two years, the actual measure would be the period between any two alternate yearly state conventions; the delegate being answerable to the electing body, the state committee of the GRP. Vacancies can be filled as traditionally done. Nomination to fill the term of office of a position vacated by its holder should be no longer than needed to complete the term (even if vacant for only a month, it might be i a month where important votes are being taken). Postions not filled by the Convention, that may be filled at any meeting of the State Committee should require the presence of the nominee. The experience of electing people not known to the electors has been poor and seeks defeating in more than one respect. But especially in communicating.

    This is not in accord with our regular statecom proposal timeline. By this I mean that the timeline internally set up within this proposal does not, but could match our statecom proposal timeline. This will make the deadlines easier to remember, as well.

    After rereading: I am not comfortable with an applicant who is otherwise unknown to StateCom submitting only a written statement of interest without an in-person or telephone interview in which members can ask questions. I’d be comfortable with both a written statement and an interview.

    One more comment: Vetting Committees are all Committees other than StateCom. We actually act to pass or not pass proposals, everyone else advises or supports the proposal. Asking AdCom to vet the proposal might be reasonable.

    Hi Josh, All proposals need two sponsors: this needs either another StateCom member or a chapter to co-sponsor (see Standing Rules). I believe an individual is limited to co-sponsoring one proposal per meeting, but I cannot find that rule at the moment.
    RE: substance of the proposal:
    1) can you write the proposal so the text can stand by itself? I.e., The Applicant for a GPUS Committee or other external organization will make their intentions to stand for appointment known…"
    2) you may want to set a notification deadline before the expiration of the appointment, e.g., “the Secretary or their designee will notify Delegates of the expiration of their term 1-2 months before the end of that term, or at the State Committee quarterly meeting before their term expiration.”

    This seems like a great start. I like Bea Reardon’s form suggestion, with relevant questions. It would be good and standard to run this by a statecom working committee or local chapter before Jan 26th, if possible. Such discussion may reveal further chances to improve this. While I think Elie’s insight is quite important, I see this as a GPUS bylaw matter that we can’t fix locally. Can we all envision a better process than 200 people meeting as one body? Perhaps regional subcommittees with delegates to a central council? Perhaps study of what has worked before would be helpful.

    There is nothing wrong with the procedures. Fulfilling the intentions of the alteration of the GPUS Bylaws that generated this involvement is a completely different matter. None of the GPUS subcommittees can make effective use of 200 members. The agenda of centralization incompletely counter to Green Party politics and a heavy interference with grassroots democracy.

    Maybe just starts with a brief letter of intent (or form) to answer questions about interest, qualifications, previous/current involvement with GRP. This would help standardize responses and could be a jumping off point for StateCom to follow up with their interview questions. Great work, Joshua!
